Ms. Binkley focuses her practice on traditional bond work, conduit financings, bank counsel work and leasing transactions. She serves as bond counsel for political subdivisions, 501(c)(3) financings and health care financings and underwriter’s counsel for national and regional investment banking firms. She also represents financial institutions in private placement transactions.
Ms. Binkley drafts bond documents and offering statements and researches and writes about various bond and securities law issues. She also focuses a portion of her time on disclosure and continuing disclosure issues and securities law matters relating to municipal securities, including blue sky work. Ms. Binkley has experience working on traditional tax-exempt bond issues, Build America Bond issues, Recovery Zone Economic Development Bond issues and Recovery Zone Facility Bond issues.
Prior to beginning her legal career, Ms. Binkley worked in government service and the financial markets. She served as an economist for the Ohio Legislative Service Commission and served as a staff member of the Senate Finance and Financial Institutions Committee, for which she drafted and coordinated provisions in and amendments to the State of Ohio’s biennial operating and capital budget bills.
