Mr. Grassbaugh’s practice includes serving as bond counsel for political subdivisions, special counsel on economic development matters, underwriter counsel for investment banking firms, and special counsel on matters including Ohio ethics laws, annexation, intergovernmental agreements, state and federal loans and grants, and constitutional and public law issues. His client base of political subdivisions includes the State of Ohio, state agencies and departments, counties, municipalities, townships, school districts, port authorities, metropolitan park districts and conservancy districts.
Mr. Grassbaugh creates innovative financing programs and has assisted in drafting several revisions to the laws of the State of Ohio, particularly the Ohio Port Authority Law, the Ohio Conservancy District Law and the Ohio Special Assessment Law.
Mr. Grassbaugh is a frequent speaker at conferences sponsored by the Ohio Government Finance Officers Association, the Ohio Municipal League, the Ohio Bar Association, the Auditor of the State of Ohio and other organizations.
