Mr. Melliere serves as bond counsel, underwriter’s counsel, letter of credit bank counsel, borrower’s counsel, and issuer’s counsel on a variety of tax exempt financings for 501(c)(3) organizations, such as schools, nursing homes and long-term care facilities, hospitals, retirement housing communities, and cultural and recreational facilities.
Mr. Melliere is also experienced in assisting faith-based organizations and schools in securing tax-exempt financing in states where schools can not otherwise utilize such financing due to constitutional impediments. He has served as bond and/or underwriter's counsel on a number of tax-exempt bond issues issued by the Colorado Educational and Cultural Facilities Authority (CECFA) through its multi-state financing programs, which allows tax-exempt financings through CECFA for out-of-state schools. This program allows certain faith-based schools to utilize tax-exempt financing through CECFA where state constitutional or other statutory impediments may prevent them from doing so.
Mr. Melliere frequently speaks on tax-exempt financing topics and has been a panelist at conferences such as the National Association of Bond Lawyers' Workshop, the Ohio Housing Council and the Ohio Housing Conference.
