As the former General Counsel of the Health Facilities and Services Review Board, represented a group of nursing homes before the Board, in the Circuit Court, and at the Appellate Court to support a decision of the Certificate of Need Board. See, ManorCare Health Services, LLC v. Illinois Health Facilities & Services Review Board, 2016 IL App (2d) 151214. The case was a landmark case resulting in clarification of the Board’s authority to interpret its own regulations and to utilize its discretion in making decisions regarding the design and advancement of health care in Illinois.
