Ali notes that "if the administration really wished to move marijuana from Schedule I to any other schedule, the administration (through the U.S. attorney general) could skip the APA public comment period requirement and reschedule marijuana following international treaty requirements, as the U.S. is a participant in the United Nations’ Single Convention on Narcotic Drugs. This could mean issuing an order to reschedule marijuana to fulfill treaty obligations, bypassing the public comment period."
