Juan has extensive experience in working with state and federal agencies, and providing strategic counsel to private and public corporations, organizations, and individuals.

Juan advises hospitals, health systems, physician groups, pharmacies, cannabis businesses and other clients, helping them to ensure compliance while navigating complex regulatory requirements and implementation of industry best practices. Juan is one of the leading Certificate of Need (CON) attorneys in Illinois, successfully working with clients to establish new hospitals, surgery centers, nursing homes, and obtain regulatory approval for complex multi-million dollar facility changes of ownership. Juan also works with a wide range of clients dealing with both internal and government investigations, issues involving disadvantaged business enterprises, and litigation related to government procurement. Juan also assists clients through the federal, state, county and city MBE/WBE/DBE certification and appeal process.

Prior to joining Benesch, Juan was General Counsel for the Health Facilities and Services Review Board of the State of Illinois. He provided strategic counsel on a wide range of legal matters having state wide ramifications, developed administrative rules governing the certificate of need process, and managed the Board’s Long-Term Care Advisory Subcommittee.

Juan served in the Office of the Illinois Governor from 2013-2015 as a Deputy Chief of Staff and Associate General Counsel. During that time Juan acted as the Governor’s Senior Advisor on Transportation and Infrastructure Policy. Juan was also appointed by the Governor to the Chicago Metropolitan Agency for Planning Board. Juan began his legal career as an Assistant Corporation Counsel for the City of Chicago where he focused on land use and zoning issues and municipal code compliance.

Representative Experience

  • Represented Insight Chicago, Inc. as healthcare regulatory counsel in obtaining approval for Illinois Certificate of Need in its acquisition of Mercy Hospital & Medical Center from Trinity Health Corporation.
  • Represented Rush University Medical Center and Select Medical Corporation as healthcare regulatory counsel in obtaining approval for an Illinois Certificate of Need to construct a new $109 million, 100 bed LTAC/Rehabilitation hospital.

  • Represented Encompass Health as healthcare regulatory counsel in obtaining approval for an Illinois Certificate of Need to construct a $52 million, 60 bed rehabilitation hospital.

  • Represented OrthoIllinois as healthcare regulatory counsel in obtaining approval for an Illinois Certificate of Need to construct a $19 million, Ambulatory Surgical Center and $19 million Medical Office Building in Elgin, Illinois.
  • Represented US HealthVest LLC as healthcare regulatory counsel in obtaining approval for an Illinois Certificate of Need to construct a $30 million, 146 bed acute mental illness hospital.

  • Represented Illinois Back and Neck Institute as healthcare regulatory counsel in obtaining approval for an Illinois Certificate of Need to construct an Ambulatory Surgical Treatment Center.
